What is QuARTS?

QuARTS (Qualification and Registration Tracking System) is a bilingual web-based system that allows building practitioners, including building officials and designers, to apply for examinations and file their qualification information with the Ministry of Municipal Affairs and Housing.  It also allows the public to access a registry of building practitioners and organizations (firms and municipalities) in order to verify their qualification information.

Note:  QuARTS is not available between the following times for scheduled backup and maintenance: Saturday 9:30 p.m. through Sunday 3:00 a.m., EST.  Please do not bookmark the QuARTS application.  Instead, please use this page as a favourite so that you do not miss any important notices.

Who Should Use QuARTS?

Building practitioners, including building officials, septic installers, designers, and registered code agencies should use QuARTS to assist them in fulfilling their Building Code qualification requirements.
Municipalities and the public may use the QuARTS public registry in order to verify the qualification status of building practitioners and organizations.

Only individuals appointed as Chief Building Official's may file as CBO's on the QuARTS web registry. Deputy CBO's may file as Supervisor/Manager or Inspector, as appropriate.

What are Building Code Qualification Requirements?

On July 25, 2003 the Building Code Statute Law Amendment Act, 2002 was proclaimed and Ontario Regulation 305/03 was filed to implement changes to the Building Code Act, 1992 and Building Code.  Among the changes is the introduction of mandatory qualification requirements for individual building officials, designers and staff of registered code agencies.  Also introduced are mandatory registration requirements for design firms, septic installers and registered code agencies. 

In order to be qualified, building practitioners must successfully complete the Ministry examination program, which requires that individuals pass examinations that test their knowledge of the legal and technical requirements of the Building Code related to their area of practice.  They must also file their qualification information with the Ministry of Municipal Affairs and Housing.

Registration with the Ministry requires that certain design firms and registered code agencies carry professional indemnity insurance.

The qualification and registration provisions of the Building Code Act, 1992 and Building Code took effect January 1, 2006.
