BUILDING CODE COMMISSION DECISION ON B.C.C. #93-17-373

IN THE MATTER OF BUT NOT LIMITED TO: Ontario Building Code, O/Reg. 413/90 as amended

PART,

Clause 9.14.2.1.(2.1)(c) and 9.25.4.9.(2)(c) Foundation Drainage Layer and Insulation of Foundation Walls

COMMISSION RULING:

In favour of the applicant.

Regarding the foundation drainage layer and insulation of foundation walls of a single family residence located on Lot #26, Winder Woods, London, Ontario.

It is the decision of the Building Code Commission that this matter of the use of Styrofoam * PERIMATE * an exterior basement insulation drainage product manufactured by Dow Chemical used to comply with the foundation drainage layer and insulation of foundation wall requirements shows equivalency of performance as outlined in Clauses 9.14.2.1.(2.1)(c) and 9.25.4.9.(2)(c).

REASONS:

  1. A series of small scale tests were conducted to compare the drainage performance of mineral fibre insulation and Styrofoam * PERIMATE *. The results indicated that Styrofoam * PERIMATE * provided equivalent drainage performance.

  2. Full scale soak tests were conducted on two full height basements insulated with Styrofoam * PERIMATE *. The basements did not leak after a 48 hour soaker hose test.

  3. Thermal resistance tests were conducted on Styrofoam * PERIMATE * in accordance with ASTM C-518-85 and C-177-85 to determine the typical R-value. The R-value of 2.5 inch thick Styrofoam * PERIMATE * was found to be greater than 12 which complies with Table 9.25.2.A. of the Ontario Building Code.

  4. If this product will be used as a composite insulation system an insulation overlap of at least 2 times the foundation wall thickness will be provided.

Dated at Toronto this 01 day in the month of November in the year 1993 for application number A93-19-375.
