    1. Legislation

  • Legislative Assembly. The 2nd Session of the 39th Parliament adjourned on June 3 and is scheduled to resume on September 13.

  • Regulations filed. A number of regulations which may be of interest to the municipal sector were filed in June and July; see Selected Regulations %u2013 June & July, 2010.     2. Governance and Administration

  • NEW button small - English Student Vote Day. To mark the 2010 municipal elections, Local Government Week is partnering with Student Vote to run the first ever province-wide municipal election program for youth under the voting age. For more information, see the Student Vote website.

  • NEW button small - English Regulations. O.Reg. 292/10, filed July 15 under the Education Act, amending Reg. 294 of R.R.O. 1990 (James Bay Lowlands Secondary School Board).

 

    3. Finance and Taxation

  • UPDATED button - English Harmonized Sales Tax (HST). On July 1, 2010 the Harmonized Sales Tax (HST) took effect in Ontario and is applied to most purchases and transactions. See What is the HST? and the Harmonized Sales Tax (HST) in Ontario page on the Ministry of Revenue website. Ontario’s Public Service Bodies (i.e., municipalities, hospital authorities, universities, public colleges, school authorities, charities and qualifying non-profit organizations) will be able to claim rebates for a percentage of the provincial portion of the HST they pay for their inputs used in their exempt activities.   • NEW button small - English AMO Paper on Property Assessment Limits. Dr. Enid Slack of the Institute on Municipal Finance and Governance, Munk Centre for International Studies, has written a paper for AMO entitled Assessment Limits for Ontario: Could We Live with the Consequences?   • NEW button small - English Regulations. O. Reg. 306/10, filed July 29 under the Education Act, amending O. Reg.400/98 (Tax Matters - Tax Rates for School Purposes).

 

4. Planning and Development

  • NEW button small - English Areas of Natural and Scientific Interest (ANSIs). Policy Proposal Notice – Title: Identification and Confirmation Procedure for Areas of Natural and Scientific Interest. See Policy Proposal Notice 010-7505 on the Environmental Registry.

  • NEW button small - English Lakeshore Capacity Handbook. Policy Decision Notice – Title: Lakeshore Capacity Assessment Handbook: Protecting Water Quality in Inland Lakes on Ontario’s Precambrian Shield. The Ministries of the Environment, Natural Resources and Municipal Affairs and Housing have prepared a revised version of the Handbook. See Policy Decision Notice 010-0690 on the Environmental Registry. The revised Handbook is available on the Ministry of the Environment website.

  • UPDATED button - English Review of the Provincial Policy Statement. The Province is undertaking a review of the Provincial Policy Statement, 2005 (PPS) to determine the need for revisions.   • NEW button small - English Metrolinks Administrative Fees. O.Reg. 282/10 (Administrative Fees) was filed July 9 under the Metrolinx Act, 2006. The new regulation sets the framework for Metrolinx to pass by-laws establishing a fee system as an alternative to court fines for fare and parking violations in the GO Transit system.   • Regulations Pertaining to Bridges. Summary of Proposal: The Ministry of Transportation (MTO) is proposing to amend Regulation 104/97 under the Public Transportation and Highway Improvement Act and remove the requirements for the use of certain manuals and standards. See Amendments to regulations pertaining to bridges on the Regulatory Registry – posting date: June 4, 2010; comments due date: July 20, 2010.

  • Greenbelt Plan. Policy Proposal Notice – Title: Greenbelt Plan Draft Performance Monitoring Framework Discussion Paper – The comment period for this proposal is now over. See Policy Proposal Notice 010-9407 on the Environmental Registry.

  • NEW button small - English 2011 Rent Increase Guideline. Ontario's rent increase guideline for the year 2011 will be 0.7 per cent, the lowest guideline in the 35-year history of rent regulation in Ontario.   • UPDATED button - English Smoke-Free Ontario Act. Amendments to Smoke-Free Ontario Act came into force on July 1. (See “Proclamations” under Legislation above.) O.Reg. 237/10, filed June 16, also came into effect on July 1, amending O.Reg. 48/06 under the Smoke-Free Ontario Act.

  • NEW button small - English Safe Water Program. Policy Decision Notice – Title: Proposed Operating Procedures for Non-Regulated Recreational Water Facilities Guidance Document. The Ministry of Health and Long-Term Care has decided to move forward with this proposal and is attaching a copy of the final Operating Procedures for Non-Regulated Recreational Water Facilities Guidance Document to this Decision Notice.   • NEW button small - English Phosphorus Reduction Strategy. Policy Decision Notice – Title: Lake Simcoe's Proposed Phosphorus Reduction Strategy and Amendments to the Lake Simcoe Protection Plan.   • UPDATED button - English Water Quality Trading. Policy Decision Notice – Title: Feasibility Study for Water Quality Trading in the Lake Simcoe Watershed. The Ministry of the Environment has decided to further evaluate a number of issues related to the potential design and operation of a water quality trading program. See Policy Decision Notice 010-8989 on the Environmental Registry.

  • NEW button small - English Source Water Protection. The province has amended O. Reg. 287/07 to support the preparation and implementation of source water protection plans under the Clean Water Act, 2006. In addition, funding applications are now available to landowners, businesses and municipalities for special projects that deal with significant drinking water threats in vulnerable areas.   • NEW button small - English Regulations:

  • Environmental Review Tribunal – Renewable Energy Approvals. Information Notice – Title: The Environmental Review Tribunal, Environment and Land Tribunals Ontario, is seeking comments on its revised Rules of Practice and a new “Guide” regarding appeals by members of the public of renewable energy approvals. The purpose of this posting was to provide notice to the public regarding the availability of these documents and opportunity to comment on them by June 14, 2010 via the Tribunal’s website at www.ert.gov.on.ca.   • Energy Efficiency Requirements. Regulation Proposal Notice – Title: Proposal to make a regulation under the Green Energy Act to amend O.   • UPDATED button - English York Energy Centre. Regulation Decision Notice – Title: Proposed Lieutenant Governor in Council (LGIC) regulation made under the Planning Act to prescribe an undertaking that relates to energy. Decision on Regulation: On July 29, 2010 the LGIC filed a regulation prescribing the York Energy Centre project for the purposes of clause 62.0.1(1)(b) of the Planning Act.   • Electric vehicles. Information Notice – Title: Amendment to the High Occupancy Vehicle (HOV) regulation (O.R. 620-05) to permit single-occupant electric vehicle access to HOV lanes for a period of five years. See O.
