As required by the Social Housing Reform Act, 2000,113 (2), “the annual report shall be in the form authorized by the Minister and shall contain the prescribed information and include the prescribed documents.”

For 2006, at the request of Service Managers, the Ministry developed a specialized First Year Annual Information Return to be used for the reconciliation of subsidies paid to housing providers during their first year of benchmarks. The 2006 report removed certain benchmarking items from the calculations which were not required to perform the first year benchmark annual information return reconciliation.

For 2007, the Annual Information Return has been revised to introduce the indexing of revenues and the mandatory payment calculation into the subsidy formula as required by legislation. The order of the forms has been changed to assist housing providers in entering data into the spreadsheets.

The forms are colour coded for ease of input and cells are linked wherever possible to eliminate the manual input of data. The forms while protected, have not been password protected. It is suggested Service Managers set their own passwords prior to distribution of any blank spreadsheets to their housing provider’s to eliminate errors and the possibility of having to check all calculated cells in the event of possible changes.

A User Guide is also supplied to assist housing providers with the completion of the report. For Provincially Reformed Housing Projects, reports are due to Service Managers within five months after the housing provider’s fiscal year end. Service Managers may, at their discretion, also use this report for their Federal Unilateral and Public Housing Projects. The reporting period for the Federal Projects is within four months of the housing provider’s fiscal year end.
