On January 25, 2012 Minister of Municipal Affairs and Housing, Kathleen Wynne issued a statement on Growth and Economic Development in Pickering.

The Minister declared a provincial interest to help implement and defend provincial plans and policies – policies that will create jobs and protect the environment in Seaton.

The Minister also proposed to amend the Central Pickering Development Plan (CPDP) to provide the basis for future complete communities that will help strengthen Durham’s economy.

As part of the Province’s strategy to protect the Oak Ridges Moraine, the Province exchanged provincially owned lands in Seaton for privately owned lands on the Moraine.  In addition, and in order to lay the foundation for a well-planned, progressive urban and agricultural community in Pickering with a protected natural heritage system, the ministry has prepared a land use plan that reinforces the Province’s Greenbelt Plan and key principles of the Growth Plan for the Greater Golden Horseshoe.

In July 2005, a proposed Development Plan for the Central Pickering Planning Area, prepared under the authority of the Ontario Planning and Development Act, 1994 (OPDA), was released for public comment as required under subsection 4 (2) of the OPDA. Based on what the ministry heard, proposed modifications were made to the proposed Development Plan and made available to the public and municipalities for comment in February 2006. Following the public comment period, the Central Pickering Development Plan took effect on May 3, 2006.
