The e-guide is a joint project of the Ontario Ministry of Municipal Affairs and Housing (MMAH) and the Association of Municipalities of Ontario http://www.amo.on.ca/(AMO), in cooperation with the Ontario Municipal Administrators Association http://www.omaa.on.ca/(OMAA), the Association of Municipal Managers, Clerks and Treasurers of Ontariohttp://www.amcto.com/ (AMCTO), the Municipal Finance Officers’ Association of Ontario http://www.mfoa.on.ca/(MFOA), the Ontario Good Roads Association http://www.ogra.org/(OGRA) and the Association française des municipalités de l’Ontariohttp://www.afmo.on.ca/ (AFMO).

Designed primarily for municipal elected and appointed officials and staff, the e-guide is a living document that covers all of the 18 parts of the Act, with five levels of information from the most general to the most specific:

  1. What it says
  2. Background
  3. Policy and procedure considerations
  4. Implementation
  5. Best practices

Levels 1, 2 and 3 are located on the MMAH website, with direct links to levels 4 and 5 on the AMO website.  There are links to information and resources on other websites too, including those of municipal associations and other Ontario ministries.

Useful features of the e-guide include a search function by word and section number of the Act, a print function, and direct links to e-laws http://www.e-laws.gov.on.ca/ where the Municipal Act, 2001 and the regulations under it can be viewed.

For the purposes of the e-guide, the Municipal Act, 2001 is also referred to as the “Act”.  The previous Act is referred to as the Municipal Act, or as the “old” or “former” Act.
