The Oak Ridges Moraine Conservation Plan (“Plan”) is an ecologically-based plan established by the Ontario government to provide land use and resource management direction for the 190,000 hectares of land and water within the Moraine. The decisions of municipalities, provincial ministers, ministries and agencies made under the Planning Act or the Condominium Act, 1998 or in relation to a prescribed matter, are required to conform to this Plan.

In order to identify areas of high aquifer vulnerability, aquifer vulnerability maps were created to facilitate the implementation of the provisions of Section 29 and Subsection 42(1)(c) of the Oak Ridges Moraine Conservation Plan. 

This report is the “accompanying documentation” referred to in the notes on the aquifer vulnerability maps, entitled Reference Map for Ontario Regulation 140/02 (Oak Ridges Moraine Conservation Plan) made under the Oak Ridges Moraine Conservation Act, 2001, and dated March, 2002.  This mapping can be obtained from the Ministry of Municipal Affairs website.

While the Province makes every effort to provide complete and accurate information, the Province does not make any warranty as to the content of this report.  Further, all information conveyed is provided to users as is.  In no event shall the Province be liable for any damages of any kind related to the use or misuse of the information provided in this report. 

The content of this report does not constitute new policy for the Oak Ridges Moraine; rather it provides clarification of the process by which the aquifer vulnerability mapping was created.  The report should be read in conjunction with the mapping, as well as both the Oak Ridges Moraine Conservation Act, 2001 and the Oak Ridges Moraine Conservation Plan.
