ManualThis handbook gives an overview of municipal plan review and the one window provincial planning service. The purpose of the handbook is to provide a general understanding of the various planning approval processes, outline the roles and responsibilities of the municipality and the province, and to identify strategies to assist municipalities in the delivery of municipal plan review.

Who is this handbook for?

A number of people and organizations may find this handbook useful, including:

  • elected and appointed officials
  • municipal and planning board staff
  • applicants submitting development applications
  • major stakeholders (e.g. developers, lawyers)
  • consultants and agencies (e.g. Health Units and Conservation Authorities).

How is this handbook structured?

The Municipal Plan Review and One Window Provincial Planning Service Handbook contains four chapters:

  • A. The BasicsThis chapter provides an overview of the legislative basis for Municipal Plan Review (MPR) and the One Window Provincial Planning Service (One Window).
  • B. Roles and ResponsibilitiesThe province's and the municipalities' varying roles and responsibilities, depending on the approval authority, are explained in this chapter.
  • C. Responsible Decision MakingThis chapter describes the municipal plan review process. It also provides municipalities with suggested approaches for reviewing specific planning applications. These descriptions and approaches will assist municipalities in making responsible decisions.
  • D. Strategies to Implement Municipal Plan ReviewThe information in this chapter is useful for those directly or indirectly responsible for plan review, approval and/or appeal. It provides a number of strategies that may assist those involved in the plan review and decision making process.
