1.  Agenda overview and review of draft July 5, 2017 meeting minutes

Moved by Peter Lambrick and seconded by Terry Daynard the July 5, 2017 minutes of the Greenbelt Council were approved.

2.  Discussion of Greenbelt governance & oversight

Council members confirmed their continued preference for a governance option that expands the Greenbelt Council’s mandate while engaging other relevant organizations to focus on various aspects of Crombie’s recommendation #86, as noted in Council’s May 27, 2016 letter to Minister McMeekin, former Minister of Municipal Affairs and Housing. For example, monitoring & oversight should be undertaken by a different organization than education & outreach.

While Council’s focus should be on the Greenbelt and the plans that govern it—Niagara Escarpment Plan, Oak Ridges Moraine Conservation Plan and Greenbelt Plan—it should also consider the Growth Plan for the Greater Golden Horseshoe where it impacts the Greenbelt.

3.  Provincial update

Allyson Switzman (Acting Manager, OGS, Ministry of Municipal Affairs) updated Council on the development of a standard methodology for land needs assessment and advised that consultation is anticipated later this fall.

Anna MacDonald (Manager, PPPB, Ministry of Municipal Affairs) provided updates on provincial initiatives.

Lynn Morrow will provide MMA staff a list of items that Council would like to be updated on in advance of each Greenbelt Council meeting.

4.  Other business & communications

Council members discussed actions taken by members in support of the Council's mandate since the last meeting.
