This Ministry report summarizes results from the Municipal Performance Measurement Program (MPMP) for 2005, the sixth year of the program. The report is targeted at municipal administrators, elected officials and members of the public interested in a detailed presentation of performance measurement results and factors affecting those results. Areas measured in the 2005 report are general government, fire, police, roadways including winter maintenance, transit, wastewater, storm water, drinking water, solid waste, parks and recreation, library services and land use planning. Municipalities report performance measures for services they are responsible for providing. MPMP efficiency measures are based on operating costs for broad service areas. Effectiveness measures provide balance by measuring service delivery quality.
Summary statistics are reported for groups of municipalities based on geography, municipal structure and population. This allows users to compare results published by their municipality with typical results for municipalities of similar size and municipal structure in northern or southern Ontario. To provide more reliable data, outlying results and results containing errors are not included in summary statistics.
