The Review process was conducted jointly between the Province and its municipal partners.  It was guided by a Political Table of provincial and municipal elected officials leading to a consensus-based report.

The Political Table established the general framework of the Review and provided guidance to the Coordinating Table. It prepared recommendations and a final public report.

The individuals selected by the respective partners were:
