Service managers may receive requests from housing providers (local housing corporations, non-profits or co-operatives corporations) to redevelop or refinance an existing project. Under the
Social Housing Reform Act ,
2000 (Act) and pursuant to restrictions contained in transfer orders made under Part IV of the Act, a housing provider in most cases is required to obtain the consent of both the service manager and the Ministry before any redevelopment or refinancing can proceed.
Approval will also be required from the Lender, who will request approval from the Ministry if an existing loan on the property is indemnified by the Province under the National Housing Act insurance plan.
To assist a service manager in determining whether to support a request and present it to the Ministry on behalf of the housing provider, we have developed a sample template, attached as Appendix A. You may wish to forward this template to housing providers as it will assist them in the preparation of their business case. A business case is required for any submission made to the Ministry, on behalf of the housing provider, by the service manager.
The procedures (including appropriate sections of the Act) for service managers to request ministerial consent on behalf of the housing providers can be found in Release 20: Procedures on obtaining Ministerial Consent under the Social Housing Reform Act, 2000 as revised in September 2002. We have attached a copy for your reference as Appendix B.
