Implementation Guideline, release 22, for the service managers Guide to Joint Local Transfer Planning advised service managers of the Ministry’s willingness to complete the transition year Annual Information Return on their behalf and provide the service managers with a suggested settlement package for fiscal years beginning in 2001. The Ministry is offering to continue this arrangement for Annual Information Return (AIR) reconciliations for fiscal years beginning in 2002 and 2003, for any service managers who wish to avail themselves of this service. The adoption of this agreement for another two-year period may require an update of the legal agreement previously signed by the Ministry and the service managers. The main reason for providing this service during the 2001 transition year was to assist service managers with the AIR reconciliation process using the current funding model techniques until benchmarks are introduced.
Service managers responsibility
For service managers wishing to continue to receive this service from the Ministry, additional information will be required with the submitted financial statement package. service managers will need to submit a copy of their actual 2001 final settlement letter sent to the housing provider, final 2002/2003 approved budget, as well as any mortgage renewal information and actual subsidy dollars paid for the fiscal year being reconciled. Housing providers should once again submit their complete financial package to their service managers who will forward this information to the Ministry for completion.
Any service managers who do not wish to continue with the current arrangement may discontinue the service and perform their own AIR reconciliations for the 2002 and 2003 fiscal years.
