As required under the Social Housing Agreement (SHA), the ministry must provide to CMHC an annual audited report for the period January 1, 2002 to December 31, 2002. In order to prepare the annual report we require Service Managers to complete a SMAIR for the following periods and programs:

January 1, 2002 to December 31, 2002
All Programs covered by the SHA, administered by the Service Manager during that period.

Since the ministry is not requiring Service Managers to provide audited information we require the completed SMAIRs to be submitted no later than March 14, 2003 to provide sufficient time for audit preparation, subsequent auditing of a sampling of the SMAIR information and submission of our report to CMHC within the time frame available.

Once we have complied the SMAIR information, the selected audit firm will audit a sampling of the service managers to provide an opinion as to whether the information provided by the service manager presents the data fairly and program delivery complies in all material respects with the terms and conditions contained in the Social Housing Agreement.

Changes will be made to the SMAIR to update pages 3 and 4 based upon the suggestions received from Service Managers during the first reporting period. Page 3 “Funding” on the SMAIR requires reporting of the total municipal expenditure by program (from all sources) and the percentage of the units that are targeted within each program where expenditures occur.

Also required is statistical information (Page 4) for all programs now under Service Manager administration including public housing, rent supplement, limited dividend, section 26 & 27, section 95, provincially reformed and urban native. Statistics are to include the total number of households in the sample, number of targeted households and average annual gross household income by client type.

An updated electronic copy of the SMAIR will be available through the contact at the bottom of this release by mid February, 2003.
