The non-rental revenue incentive was introduced by the Ministry on April 11, 1996 (Newsletter 96-04) which allowed a one year only non-rental revenue incentive to offset the impact of operating cost constraints introduced for budgets with fiscal years beginning in 1996. Details of the non-rental revenue incentive can be found on pages 8 and 9 of Newsletter 96-04. The non-rental revenue incentive has been continued on a year-to-year basis from 1996 up to and including fiscal years beginning in 2000.

Non-Profit Responsibility

The instructions issued in Directive 97-10 to supplement the instructions contained in the Guide for Non-Profit Housing Corporations – Operating Budget and Annual Information Return are no longer applicable for the 2001 Annual Information Return’s (AIR’s). For 2001, completion of the non-rental revenue incentive page as part of the AIR submission package will no longer be required. The total of all non-rental revenue earned will again be used to reduce subsidy.

Housing Providers subject to early transfer to Service Managers, (e.g. October, November and December) with fiscal year ends in the later part of 2001 would not be treated equally as housing providers transferring in 2002 since the non- rental revenue incentive is not part of the new funding model. The new funding model is applied to housing providers at time of transfer.

The non-rental revenue incentive was applied to all former Federal/Provincial and Ontario Non-Profit Housing Programs (MNP & PNP), plus the Municipal Non- Profit Housing Program (Section 56.1, Pre-1986).
