The purpose of this notification is to remind Service Managers to complete a Service Manager Annual Information Return (SMAIR) for all programs covered by the Social Housing Agreement (SHA) and administered by Service Managers during the period January 1, 2012 to December 31, 2012. The completed return must reach the Housing Funding & Risk Management Branch (HFUN) no later than Friday, March 15, 2013.

This annual requirement arises as a result of the SHA where it is required that the Ministry provide Canada Mortgage and Housing Corporation (CMHC) with an audited annual report for the period of January 1, 2012 to December 31, 2012. Failure to report to CMHC by the end of June 2013 could impose a substantial financial risk and penalty to the province.

As Service Managers are not required to provide audited information, the Housing Funding & Risk Management Branch will need to arrange for a quality control audit to verify submissions and to report back to CMHC within the required timelines. This will require that the Ministry tender and conclude the selection of an auditor early in 2013 in order to prepare the financial statements for the 2012 calendar year. The chosen audit firm will commence the required audit activities in early April.

Once all SMAIR data has been received and compiled, the external audit firm will choose and visit a representative sample of Service Managers to verify the information reported on the SMAIR. As in previous years, audit field work can be expected to be performed during the months of April and May 2013. The audit firm will provide the Ministry with an audit opinion as to whether the information has presented the data fairly and the program delivery has complied in all material respects with the terms and conditions contained in the SHA.

Reporting of statistical information is required on Page 4 of the SMAIR for all programs under Service Manager administration. Total units under administration are to be reported in Section I. Section II statistical reporting is to include the total number of households in the sample, number of targeted households and average annual gross household income by client type. The sample chosen should be large enough to be statistically sound. CMHC requests a 100 per cent statistical sampling and reporting be performed for all targeted households. Service Managers should strive to obtain 100 per cent reporting from their housing providers.

As in 2011, Page 5 will be used to capture expenditures incurred for the 2012 reporting period under the Social Housing Renovation and Retrofit Program (SHRRP). Spending under this program should not be reported under the One Time Column on Tab 3 of the SMAIR template.

An electronic copy of the SMAIR and related guide will be distributed, via e-mail, to all Service Managers in January 2013.
